About Atlantic Area 2014-2020

Background

In December 2013, the European Commission approved a legislative package for Cohesion Policy 2014-2020, with proposals to ensure that EU investment was targeted on Europe's long-term goals for growth and jobs as laid down in the Europe 2020 Strategy.

The Atlantic Area Programme 2014-2020 will contribute to the Europe 2020 strategy for smart, sustainable and inclusive growth and to the achievement of economic, social and territorial cohesion, by fostering cooperation activities between the Atlantic regions of France, Ireland, Portugal, Spain and the United Kingdom.

The overall objective is to implement solutions to answer to regional challenges in the fields of innovation, resource efficiency, environment and cultural assets, able to generate a better quality of life in the Atlantic Area territory.

Public Consultation for the definition of the AA strategy

In June 2014 the programme summary was submitted for consultation through a survey questionnaire to all stakeholders and potential beneficiaries with the objective of verifying the relevance of the investment priorities selected to respond to the challenges and needs of the AA.

A total of 368 comments were received from the 88 organizations, many of these comments with direct impact on the OP definition therefore contributing to the further definition of the programme strategy. Comments came from stakeholders in the 5 programme Member States and some transnational organisations.

Consultation on the Strategic Evaluation Assessment

The requirements set out in Directive 2001/42/EEC of the European Parliament and of the Council on the assessment of the effects of certain plans and programmes on the environment (SEA Directive), focus on the obligation by the Member States of assessing the effects of certain plans and programmes on the environment. Thus, the Environmental Assessment was configured as a key prevention tool for the planning and programming processes.

Being aware of the importance of environmental issues, the WG to prepare the AA Programme 2014-2020 has decided to prepare a report on the relevance of the Strategic Environmental Assessment, the task was entrusted to Regio+ consultant. In July the WG proceed to the consultation of national environmental authorities on the Programme’s SEA report.
