“Sailing towards a sustainable blue future”
In 2024, France is chairing the Atlantic Strategic Committee in accordance with the rotating presidency between the EU Member States of the Atlantic Maritime Strategy (AMS). The Atlantic area accounts for more than a third of the gross added value of the EU's blue economy, and the AMS is a key player in this, contributing to the blue component of the European Green Deal.
The Ministerial Declaration adopted in Porto on 18 October 2023, during the Portuguese Presidency, aims to strengthen the response to the critical issues linked to the negative impacts of the Brexit, the Covid-19 pandemic and the war in Ukraine, as well as the imperative of the energy and ecological transition to combat climate change and the decline in biodiversity.
In line with the Ministerial Declaration, and under the motto "Navigating towards a sustainable blue future", the French Presidency is keen to promote inclusiveness, cooperation and dialogue between all the political and economic players in the Atlantic basin, not forgetting its outermost regions, national authorities of the Member States, representatives of the European Commission, Atlantic regions and regional organisations. Our key challenge is to make the Atlantic Basin a prosperous and resilient region to face the crucial challenges and stakes in the development of a sustainable and competitive blue economy on a sea-basin scale by sharing a joint vision and working together to build solutions to meet them.
The presidency will therefore focus its efforts in particular on making the Atlantic Action Plan 2.0 (AAP) more operational by bringing stakeholders closer together and improving coordination between them in order to implement this AAP as closely as possible on the ground for the benefit of regional and local communities, by developing a bottom-up and multi-level approach.
It will also promote dialogue around areas of cooperation of common interest between sea basins within the EU, in particular between the Atlantic Maritime Strategy, the Initiative for the sustainable development of the blue economy in the western Mediterranean (WestMED) and the Greater North Sea Basin Initiative (GNSBI).
Finally, it will endeavour to work towards the internationalisation of the AMS by opening the debate on renewed dialogue with the United Kingdom in particular and other third countries in the Atlantic, and by strengthening links with the United Nations Decade of Ocean Science and the All-Atlantic Ocean Research and Innovation Alliance (AAORIA).
The French presidency is delighted to be working closely throughout this year with the members of the Atlantic Strategic Committee, the Member States, the European Commission, the representatives of the Atlantic regions (Atlantic Arc Commission of the Conference of Peripheric Maritime Regions and the Atlantic Trans Network), Atlantic Cities and the Interreg Atlantic Area programme, the assistance mechanism and the pillar coordinators, as well as with the Portuguese co-presidency of WestMED, to ensure the success of its presidency's ambition with a view to sailing towards this sustainable blue future for the Atlantic Basin.
Message de la présidence française du Comité Stratégique Atlantique en 2024
« Naviguer vers un avenir bleu durable »
La France préside en 2024 le Comité Stratégique Atlantique selon la présidence tournante entre les Etats membres (UE) membres de la Stratégie Maritime Atlantique (SMA). L'espace Atlantique compte pour plus d’un tiers à la valeur brute ajoutée de l'économie bleue de l'UE et la SMA en est un acteur clé tout en contribuant au volet bleu du Pacte vert pour l’Europe.
La Déclaration ministérielle adoptée à Porto le 18 octobre 2023, pendant la présidence portugaise, vise à renforcer la réponse aux enjeux critiques liés aux impacts négatifs du Brexit, de la pandémie Covid-19 et de la guerre en Ukraine suite à l’agression injustifiée de la Russie ainsi qu’à l’impératif de la transition énergétique et écologique pour lutter contre le changement climatique et le déclin de la biodiversité.
S’inscrivant dans cette Déclaration ministérielle, et sous la devise « Naviguer vers un avenir bleu durable », la présidence française a à cœur de promouvoir l'inclusivité, la coopération et le dialogue entre tous les acteurs politiques et économiques du bassin Atlantique, sans oublier ses régions ultrapériphériques, autorités nationales des Etats membres, représentants de la Commission européenne, des régions Atlantiques et des organisations régionales. Notre enjeu clé est de faire du bassin Atlantique une région prospère et résiliente pour faire face aux défis et enjeux cruciaux dans le développement d’une économie bleue durable et compétitive à l’échelle du bassin en partageant une vision conjointe et en travaillant à construire ensemble les solutions pour y répondre.
Ainsi la présidence axera ses efforts en particulier pour rendre le Plan d’Action Atlantique 2.0 (PAA) plus opérationnel en rapprochant les acteurs et en améliorant la coordination entre eux pour mettre en œuvre ce PAA au plus près du terrain au profit des communautés régionales et locales, en développant une approche ascendante et multi-niveaux.
Elle promouvra également le dialogue autour d’aires de coopération d’intérêt commun entre les bassins maritimes au sein de l’Union notamment entre la Stratégie Maritime Atlantique, l’Initiative pour le développement d’une économie bleue durable en Méditerranée Occidentale (OuestMED) et l’Initiative du Grand Bassin de la mer du Nord (GNSBI).
Enfin elle s’attachera à œuvrer à l’internationalisation de la SMA avec l’ouverture d’un débat sur un dialogue renoué avec le Royaume-Uni en particulier et autres pays tiers du bassin ainsi qu’une articulation accentuée avec la Décennie des Nations unies pour les Sciences Océaniques et avec l’Alliance transAtlantique pour la Recherche et l’Innovation Océaniques (AAORIA).
La présidence française se félicite de travailler tout au long de cette année en étroite collaboration avec les membres du Comité Stratégique Atlantique, les Etats membres, la Commission européenne, les représentants des régions Atlantiques (Commission Arc Atlantique de la Conférence des Régions Périphériques Maritimes, Réseau Trans Atlantique), d’Atlantic Cities et du programme Interreg Espace Atlantique, le mécanisme d'assistance et les coordinateurs des piliers ainsi qu’avec la co-présidence portugaise de OuestMED pour assurer le succès de l’ambition de sa présidence en vue de naviguer vers cet avenir bleu durable pour le bassin Atlantique.
